Parliament, Sunday, 06 November 2022 – On Tuesday the National Council of Provinces (NCOP) will convene a virtual Ministerial briefing debate on the Township Economy under the theme: “Measures to unlock the full potential of the township economy and industries”.

The Minister of Trade, Industry and Competition and the Minister of Small Business Development, together with the Economic Development MECs from the nine provinces, will update the NCOP on plans to stimulate township economy in the country.

Meanwhile, the National Assembly (NA) will, on Tuesday at a hybrid plenary session, consider the Budgetary Review and Recommendation Reports (BRRRs) of the various departments and government entities.

The BRRRs gives assessments of the service delivery performance of each government department and entities, given available resources; and the effectiveness and efficiency of the departments’ use and further allocation of resources.

The BRRRs may include recommendations about the future allocation of resources to departments and can help in making decisions about budget adjustments requested and the Minister of Finance must take them into account when developing the National Budget for the next financial year. They must be submitted to the National Assembly after it has adopted the budget vote to which the BRRR applies and before the National assembly adopts reports on the Medium-Term Budget Policy Statement.

On Wednesday, the Governance Cluster 3 is scheduled to appear before NA for oral reply to questions from Members of Parliament. The Governance Cluster (3) comprise of Ministers from Departments of Cooperative Governance and Traditional Affairs, Public Service and Administration, Minister in the Presidency responsible for Governance as well as Minister in the Presidency responsible for Women, Youth and Persons with Disabilities.

The NA, at the same plenary session, will also consider the 2022 Revised Fiscal Framework and Revenue Proposals.

The NCOP will on Wednesday host a debate on Cross Border and Transnational Crime under the theme: “Waging a concerted battle against Cross Border and Transnational Crime”. At the same sitting, the NCOP will also consider reports of the Select Committee on Appropriations on the expenditure and performance of, among others things, the early childhood development grant, informal settlements, upgrading partnership grant for provinces in the first quarter of the 2022/23 financial year.

On Thursday the NA will hold two virtual Mini-Plenaries for a number of debates on matters of national importance. The debates on Mini-Plenary One will among others deal with the theme: “Reflecting on coalition governments at local level - The need for healthy political-administrative interface, good governance and sound financial management, and quality service delivery” whilst the other will debate the theme: “Building a culture of accountability and responsibility to balance with the proper exercise of constitutional rights and freedoms”.

The NCOP on Thursday is scheduled to convene a hybrid plenary to consider motions, committee reports, legislation as well as a debate.

Thursday plenaries will be preceded by the NA and NCOP Programming Committee meetings, which convene concurrently at 8.30 am to plan for the business of the two Houses of Parliament, consider committee reports, Bills before the Houses, and the upcoming parliamentary programme.

From 10 am on Friday, the NCOP continues with the Women’s Charter Review report back session in the Free State province. While the Pan African Parliament’s (PAP) 6th Ordinary Session continues in Midrand until Saturday, 12 November.
