Parliament, Monday, 30 October 2023 – The National Assembly (NA) will convene a hybrid plenary tomorrow, Tuesday 31 October at 14:00 to, among others, consider the report of the Portfolio Committee on Women, Youth and Persons with Disabilities. The report is on the National Council on Gender-Based Violence and Femicide Bill.

The bill was introduced in Parliament in 2022 following a November 2018 Presidential Summit on Gender-Based Violence and Femicide (GBVF). The Bill seeks to, among others, establish the National Council on GBVF; to provide for the objects and functions of the council; to appoint the council’s Board; to provide for the appointment of board members, their term of office, and the termination of their membership; and to provide for the appointment of the chief executive officer and the council’s secretariat.

The same sitting will also consider the recommendations of candidates to fill three vacancies in the Media Development and Diversity Agency (MDDA) Board and to fill a vacancy on the Council of Independent Communications Authority of South Africa (ICASA).

Meanwhile, Peace and Security Cluster 1A ministers will appear before the National Council of Provinces (NCOP) at 14:00, to give oral replies to questions from Members of Parliament. Cluster 1A comprises ministers responsible for Police, Justice, and Correctional Services.

As stipulated in section 92(2) of the Constitution, oral question-and-answer sessions are one of a range of methods that Parliament uses to hold the executive accountable. Members of the Executive are accountable collectively and individually to Parliament for exercising their powers and performing their functions.
